Fixed a few bugs that were causing hangs. Details below:

- Reduced launch-time contention and smoothed foreground transitions to help prevent occasional hangs.

- Revenue/billing refresh is now serialized and debounced, so launch + immediate foreground no longer trigger overlapping refresh passes.

- Removed duplicate startup refresh work and moved safe restore/resolution work off the critical UI path where possible, making first paint more responsive.
