New Features

- Added mandatory Control Title to risk controls and treatments.
- Warn the user of mandatory requirements prior to saving/updating a risk.
- When showing an incident/checklist in view mode, you can now switch to edit mode without leaving the current screen.

Improvements

- Action menus modernised.
- Show the user a more meaningful message when trying to save an unpublished form, checklist, risk.
- Lock on Exit setting now defaults to off.
- When form syncing fails, the View Local screen now clearly shows the available actions on a form.

Resolved Issues

- Some tree view widget actions not working as expected.
- Sometimes when Sync To Cloud failed, a spinner would show then disappear. We now show an error message when that happens.
- Date widget sometimes incorrectly defaulting to the first of the month, when configured to be set to the current date.
- Fixed delete action incorrectly showing for some risks.
- Optionally set default control library owner for new treatments based on new risk form properties.
- Location widget was not showing some locations as expected.
- Some form icons not showing correctly.
- Other small improvements and fixes.
