Made the Comment field optional on the Timesheet Sign-Off page.
In the Disbursement page, the requirement for the comment field is now controlled by a system setting in Abtrac (System Settings -> Timesheets -> Disbursement Comment Required).
If the setting is disabled, the comment field will be optional.
This release also includes backend upgrades.
